BagelChat Common Operating Policy
This Operating Policy consists of this Common Operating Policy and the operating supplement applicable to the Member's country of residence. Each Member is governed by this Common Operating Policy together with the single operating supplement corresponding to that Member's own country of residence; operating supplements for other residences do not apply.
Where this Common Operating Policy conflicts with the applicable operating supplement, the operating supplement controls, for Members resident in the relevant country, to the extent of the conflict. Where this Common Operating Policy provides that a matter (such as the age-restricted content threshold or residence-specific reporting authorities) is "governed by the applicable operating supplement," that matter is governed by the operating supplement applicable to the Member's country of residence.
The determination and change of a Member's country of residence are governed by Article 4.
General
Article 1 (Purpose)
This Operating Policy ("Policy") sets out the rules necessary for the orderly operation of the BagelChat service ("Service"), the safety of Members, the safe operation of the AI system, the verification of Member age and eligibility for Age-Restricted Content, and Konrev's compliance with the laws of every market in which it operates.
Article 2 (Scope and Effect)
- This Policy supplements the BagelChat Terms of Service ("Terms") and applies to all Members.
- Matters not addressed here are governed by the Terms, Privacy Policy, and applicable law.
- Where this Policy conflicts with the Terms, this Policy prevails to the extent of the conflict for the matters it addresses (per Terms Article 17, "Interpretation of the Terms and General Provisions").
- Konrev may modify this Policy in response to changes in law, operational needs, AI safety considerations, or user-safety risks. Material changes will be communicated in accordance with the Terms (Article 16: 30 days' advance notice for adverse changes, 7 days otherwise; emergency safety or legal-compliance changes may take immediate effect).
Article 3 (Definitions)
Terms defined in Article 3 of the Terms of Service apply. In addition:
- "Input Content" — text, images, audio, character settings, persona prompts, and other material a Member submits.
- "Output Content" — responses, images, audio, or other material the AI system generates from Input Content.
- "AI Safety Controls" — model-level, filter-level, system-prompt-level, and review-level safeguards Konrev applies to prevent prohibited content.
- "Real Person" — any identifiable natural person, living or deceased, whether or not a public figure.
- "Sign-Up Age" — the age in full years calculated from the date of birth a Member provided at sign-up.
- "Age-restricted Content" — content or characters Konrev classifies as inappropriate for Members under the age of 18 (or under 19 for Members resident in the Republic of Korea). The residence-specific threshold is set out in Article 9 and the applicable operating supplement.
- "Age Verification" — the separate verification a Member must complete to access Age-restricted Content.
Article 4 (Determination and Change of Country of Residence)
- A Member's country of residence is initially determined automatically based on the Member's country of access at sign-up. The country of residence determines the Terms applicable to the Member (Common Terms + the supplemental terms for their residence) and the residence-specific provisions of this Policy, the Age-restricted Content threshold, the range of available content, and the available payment methods and currency.
- Country of residence means the Member's actual place of residence. A temporary change in country of access due to short-term travel or a business trip does not change the country of residence. (For example, where a Member resident in Korea temporarily accesses the Service from abroad, the country of residence remains Korea and no change is required.)
- Where a Member has relocated their actual residence to another country, the Member may change their country of residence at [Settings > Country and Location]. Following a change, the applicable Terms, available content, and payment conditions may differ; transactions already completed before the change are not affected.
- To prevent improper changes of residence (e.g., to circumvent region-restricted content, age verification, or payment conditions), the country of residence may be changed again only after 90 days have elapsed since the last change.
- Members must keep their country of residence accurate to their actual place of residence. Falsely setting or changing the country of residence for the purpose of circumventing use restrictions, age verification, or payment conditions may be sanctioned under Terms Article 9 (Obligations of the Member) and Article 15 of this Policy (Event and Promotion Abuse Response).
Content Policy
Article 5 (Prohibited Content Categories)
Members must not create, post, transmit, or elicit Input or Output Content falling within any of the following categories.
- Child Sexual Abuse Material (CSAM). Any content that sexually exploits, abuses, or depicts in a sexual context a minor or a character that clearly appears to be a minor. Konrev applies a zero-tolerance rule to this category.
- Other Content Endangering Minors. Grooming, abduction or kidnapping role-play involving minors, and depictions of crimes targeting minors.
- Non-Consensual Intimate Imagery (NCII). Intimate or sexual content depicting a real person without that person's consent, including deepfake pornography.
- Terrorism, Violent Extremism, and Radicalization. Praise or recruitment for designated terrorist organizations, propaganda for violent extremism, and content promoting violent radicalization.
- Graphic Violence and Bodily Harm. Realistic depiction or glorification of bodily mutilation, killing, or cruelty.
- Self-Harm and Suicide Promotion. Methods, glorification, encouragement, or instrumentation for self-harm or suicide. Academic, educational, harm-reduction, and preventative contexts are excluded.
- Hate Speech and Discrimination. Discrimination, dehumanization, or incitement based on race, ethnicity, national origin, religion, sex, sexual orientation, gender identity, disability, age, or other protected characteristic.
- Defamation and Privacy Violations of Real Persons. Content that defames, sexually harasses, or improperly places a Real Person in a criminal, humiliating, or sexually explicit context (deepfakes included). See Article 6 for special rules.
- Illegal Drugs, Weapons, and Gambling. Instructions for or solicitation of illegal drug manufacture or sale, illegal weapon manufacture or trade, or illegal gambling.
- Fraud, Phishing, and Malware. Financial fraud, phishing, and the distribution of, or solicitation of, malicious code or hacking tools.
- Doxxing. Disclosing another person's address, phone number, government identifier, medical record, or other identifying or sensitive information without consent.
- Intellectual Property Infringement. Content infringing third-party copyright, trademark, or publicity rights. Infringement reports are handled through the channels in Article 16 (User Reporting Channels); see also Article 6 (Protection of Real Persons).
- Spam, Mass Posting, and Unsolicited Advertising. Commercial advertising, repetitive identical or near-identical messages, and use of automated tools for bulk posting.
- Animal Cruelty. Realistic depiction or glorification of animal cruelty.
Article 6 (Protection of Real Persons — Special Rules)
- When creating or using a character modeled on a Real Person, Members must not: (a) generate sexual, pornographic, defamatory, or criminal content; (b) disclose private medical, financial, or political information without that person's consent; (c) generate or distribute deepfake audio, image, or video; (d) use the character to defraud, phish, or impersonate.
- On a report from the affected person or their authorized representative, Konrev will expedite review of the character or content and will remove, restrict access to, or sanction the responsible account if a violation is confirmed.
- For deceased persons, reports from family members or legal rights-holders are treated equivalently.
Article 7 (AI System Safety)
The following acts are prohibited as undermining AI Safety Controls.
- Jailbreaking / Prompt Injection — Drafting, sharing, or distributing prompts intended to bypass or disable Konrev's safety controls, system prompts, or content policies.
- System-Prompt Extraction — Attempts to expose internal system prompts, instructions, or training data through unauthorized means.
- Model Manipulation and Misuse — Using the model to conduct automated fraud, mass-generate content circumventing safety categories, or otherwise exploit the model.
- Bots, Macros, and Automation — Using automated tools, bots, or macros that Konrev has not provided, to use the Service, generate load, or extract data.
- Collecting Output for Competing AI Training — Using Output Content as training data for AI models that compete with Konrev.
Article 8 (Account Name and Profile Policy)
The following account names, profile images, or character names may be changed or restricted without advance notice:
- Containing profanity, slurs, or sexually explicit expressions;
- Causing offense or sexual humiliation to others;
- Impersonating Konrev staff, operators, influencers, or public figures;
- Defaming a Real Person, group, race, religion, nationality, or company;
- Anti-social or unlawful content;
- Content socially unacceptable in the relevant market.
Age Assurance
Article 9 (Age Thresholds)
- Minimum sign-up age: Members must meet the Age of Consent applicable to their country of residence (governed by the applicable supplemental terms).
- Age-restricted content threshold: The age-restricted content threshold differs by the Member's country of residence and is governed by the operating supplement applicable to that residence.
- Konrev determines the applicable threshold based on the Member's stated date of birth and the Member's country of residence as determined under Article 4.
Article 10 (Member Obligations of Accuracy)
- Members must provide accurate information at sign-up and when correcting their date of birth. Violations are subject to sanctions under Articles 11 (Types of Sanction) and 12 (Sanction Standards).
- Konrev reasonably relies on the information provided by Members for age verification. Konrev is not liable for the consequences of false information provided by a Member, except where Konrev knew or recklessly disregarded the falsity.
- Members must not transfer, share, or lend their account information to another person. Where a minor accesses Age-restricted Content using another person's account or information, Konrev will permanently ban the account in question and may sanction the person who provided the information.
Enforcement
Article 11 (Types of Sanction)
Considering the severity, frequency, and intent of the violation, Konrev may apply one or more of the following:

Article 12 (Sanction Standards)
The following is the standard. Konrev may aggravate or mitigate based on severity, scope of harm, intent, and prior history.

Article 13 (Appeals)
- A Member may appeal a sanction within 14 days of notice by emailing [email protected].
- The appeal must include the account identifier, the date and stated reason for the sanction, and the grounds and any supporting evidence.
- Konrev processes appeals on the following schedule: acknowledgement of receipt (within 3 business days), initial decision (within 14 calendar days of receipt), and final decision where additional information is requested (within 30 calendar days of receipt).
- If the appeal succeeds, Konrev will reverse the sanction and take reasonable consequential measures (e.g., restoring remaining Cream). Note: appeals against Immediate Permanent Bans for mandatory categories (CSAM, terrorism, NCII, etc.) are granted only in narrow circumstances.
- The Member may request one re-review of an appeal decision. The result of re-review is final.
Refunds upon Sanction; Event and Promotion Abuse Response
Article 14 (Refunds on Permanent Ban; Aggravated Measures for Repeated Payment/Refund Abuse)
- Where an account is permanently banned for violation of the Terms or this Policy, in accordance with the Terms and Konrev's separate refund policy, Paid Cream and Cream credited through the Subscription Service are not refundable. Refunds of in-app-purchased Subscription charges are governed by the relevant app marketplace's policies.
- If an appeal establishes that the permanent ban was based on incorrect facts, Konrev will reverse the sanction and restore or refund the affected Cream.
- Aggravated measures for repeated payment/refund abuse. Where a Member is confirmed to abuse the payment or refund process repeatedly and intentionally (including any of the following), Konrev may impose a Permanent Ban under Article 11 item 4, together with the attendant deletion of account information, and may claim restitution of amounts improperly refunded.
- (a) Repeatedly filing multiple refunds in a short period to abuse the refund systems;
- (b) Improperly using an app marketplace's refund policy to consume content and then repeatedly obtaining refunds;
- (c) Repeatedly attempting withdrawal on false grounds without meeting the withdrawal requirements;
- (d) Repeatedly causing chargebacks through the use of another's payment information or stolen cards;
- (e) Any other repeated abuse of the payment/refund systems equivalent to the foregoing.
- Upon deletion of account information under paragraph 3, Konrev deletes all of the Member's account information except information it is required to retain under applicable law, and may restrict re-registration by the same Member.
Article 15 (Event and Promotion Abuse Response)
- This Article sets out the specific categories of abusive conduct, and the corresponding response measures, contemplated by Terms of Service Section 7(c) (final bullet), where a Member uses any event or promotion operated by Konrev (including new-user rewards, referral rewards, attendance rewards, and campaign rewards, irrespective of name) through abnormal or improper means.
- Categories of Event/Promotion Abuse. The following are included without limitation:
- (a) Creating or using two or more accounts by the same individual to participate in an event or promotion repeatedly or to obtain undue benefits;
- (b) Repeatedly creating and deleting accounts for the purpose of receiving one-time or limited rewards (such as new-user rewards or referral rewards) more than once;
- (c) Submitting false, stolen, or altered identifying information (email, phone number, payment method, etc.) — whether one's own or another's — to circumvent eligibility requirements for an event or promotion;
- (d) Using automated tools (bots, macros, scripts, etc.) to participate in events or promotions or to collect rewards;
- (e) Any other conduct equivalent to the foregoing that constitutes improper use of an event or promotion system.
- Response Measures. Where conduct under paragraph 2 is confirmed, Konrev may take the following measures in escalating order, consistent with Articles 11 (Types of Sanction) and 12 (Sanction Standards):
- (a) Recovery (clawback) of Cream (including Free Cream) and other rewards improperly obtained through the event or promotion;
- (b) Restriction of eligibility to participate in that event or promotion;
- (c) Sanctions under Article 11 of this Policy (Warning, Temporary Suspension, Permanent Ban);
- (d) Where the abuse is repeated or intentional, Permanent Ban (item 4 of Article 11) together with deletion of account information as an attendant effect; and
- (e) Where Konrev has suffered loss, claims for restitution of unjust enrichment and damages.
- Account-information deletion under paragraph 3(d) follows the same scope as Article 14(4) of this Policy — that is, all account information of the Member is deleted except information Konrev is required to retain under applicable law — and re-registration by the same Member may be restricted.
- When operating an event or promotion, Konrev may specify, in advance, the response measures applicable in the case of abuse; any such measure so specified applies together with this Article and Article 12 (Sanction Standards).
Reporting and Cooperation with Law Enforcement
Article 16 (User Reporting Channels)
- Members and non-members may report violations of this Policy through the in-Service report buttons (per conversation, character, and profile) and the customer-support email [email protected].
- For general reports, Konrev acknowledges receipt within 5 business days and provides a review outcome within 14 days. For urgent matters (CSAM, NCII, imminent threat to safety), Konrev begins review and action immediately upon receipt and provides the outcome within 48 hours.
- Repeated abusive or bad-faith reporting may itself be sanctioned.
Article 17 (CSAM Reporting Obligations)
- If Konrev discovers or receives a report of CSAM, it reports to the competent authorities under applicable law. The specific reporting authorities applicable to a Member's country of residence are set out in the operating supplement applicable to that residence.
- Konrev will preserve and produce the relevant content, account, and access records to the extent required by law.
Article 18 (Response to Government and Law-Enforcement Requests)
- Konrev produces Member information only in response to a valid warrant, court order, or equivalent lawful process under applicable law.
- Where lawful and operationally possible, Konrev will notify the Member of the request. Notice may be withheld where law mandates secrecy or where notification would impede an investigation, prosecution, or pose a risk to life or physical safety.
- Konrev does not respond to voluntary or informal requests except in narrow emergency circumstances involving an imminent risk to life or physical safety.
Miscellaneous
Article 19 (Changes to this Policy)
- This Policy may be modified to reflect changes in law, operational practice, or AI safety considerations.
- The current version and effective date are shown at the top of this document.
Article 20 (Related Policies)
This Policy is applied together with the BagelChat Terms of Service and Privacy Policy.
Additional Information for Certain Jurisdictions
BagelChat Non-Korea Operating Supplement
This operating supplement applies to Members residing outside the Republic of Korea and takes effect together with the Common Operating Policy. In case of conflict, this supplement controls for Members outside the Republic of Korea.
Matters not specifically set out in this supplement are governed by the Common Operating Policy, the BagelChat Terms of Service (Common Terms + Non-Korea Supplemental Terms), and the Privacy Policy. The determination and change of a Member's country of residence are governed by Article 4 of the Common Operating Policy.
Conflict / Supplemental Subjects (Applicable to Members Outside the Republic of Korea)
This Article sets, for Members residing outside the Republic of Korea, the age-restricted content threshold under Article 9 (Age Thresholds) of the Common Operating Policy.
- The minimum sign-up age is the Age of Consent applicable to the Member's country of residence (as set out in the Non-Korea Supplemental Terms).
- The age-restricted content threshold for Members residing outside the Republic of Korea is 18 years.
Addendum
This operating supplement takes effect together with the Common Operating Policy on the same effective date. The effective date is June 25, 2026.
